Woodside Eyes $40 Billion-Plus Cash Flow as LNG Expansion Advances

Home Energy Company News By Charles Kennedy - Nov 04, 2026, 6:17 PM CST Australian energy giant Woodside Energy has outlined plans to generate more than $40 billion in adjusted operating cash flow between 2027 and 2032, supported by major liquefied natural gas (LNG) developments, tighter cost controls and a revised shareholder returns strategy. At its Capital Markets Day in Sydney on Thursday, the company announced a target of $400 million in annual structural cost reductions from 2028 and a new dividend framework that could distribute between 20% and 40% of adjusted operating cash flow to shareholders. Woodside is also targeting a return on average capital employed of 12% to 15% by the mid-2030s, supported by improved operational efficiency, disciplined investment and greater value from its global LNG portfolio.

The company expects annual sales volumes to increase by more than 30% from 2025 levels to approximately 280 million barrels of oil equivalent (MMboe) in 2032, driven largely by three major developments. Its Scarborough gas project offshore Western Australia was 99% complete as of September 30, with the first LNG cargo on track for the fourth quarter of 2026. The development will provide up to 8 million tonnes per annum (Mtpa) of LNG capacity alongside domestic gas supply.

Meanwhile, the Trion deepwater oil project offshore Mexico was 71% complete, with first oil targeted for 2028. The development is designed to produce 100,000 barrels per day. In the United States, Woodside's Louisiana LNG project was 32% complete, with first LNG expected in 2029.

The three-train development will have an initial capacity of 16.5 Mtpa, establishing a significant new Atlantic Basin supply platform. Together with Woodside's existing operations, these projects are expected to support approximately $7 billion in annual adjusted operating cash flow by 2032 under assumptions that include Brent crude averaging $70 per barrel. Under a higher commodity price scenario, cumulative adjusted operating cash flow between 2027 and 2032 could exceed $50 billion.

These projections are indicative rather than formal financial guidance and remain dependent on commodity prices and project execution. Woodside's increased cost-reduction target includes approximately $100 million from portfolio optimization, $130 million from streamlined processes and $170 million from lower external spending. The company's plans also include reducing its global workforce by more than 500 positions, alongside supply chain efficiencies and AI-enabled maintenance planning.

Under its revised shareholder distribution policy, Woodside will target a base dividend equivalent to 20% of adjusted operating cash flow, with an additional 20% potentially available through dividends, share buybacks or a combination of both. The new framework replaces an earnings-based approach with one more closely tied to cash generation. Additional distributions will compete directly with growth investments for capital, while the board retains discretion over payouts.

Woodside estimates that approximately $17 billion could be available for discretionary capital allocation between 2027 and 2032 under its $70-per-barrel Brent scenario. The company will prioritize investments capable of delivering internal rates of return above 12%, while maintaining an investment-grade credit rating. Woodside's strategy reflects its expectation that demand for LNG will remain resilient as Asian economies expand and European buyers seek diversified natural gas supplies.

The company has secured approximately 11 Mtpa of LNG sales and purchase agreements over the past two years, strengthening its customer relationships across Asia, Europe and the Middle East. Beyond its committed developments, Woodside is evaluating additional opportunities, including the Browse gas project offshore Western Australia, further development at Senegal's Sangomar oil field and potential expansion of Louisiana LNG through two additional trains. Woodside also announced a target to reduce its net equity Scope 1 and 2 greenhouse gas emissions intensity by 30% by 2035 compared with its 2025 gross equity emissions intensity baseline.

The target's methodology allows for carbon credits used to meet regulatory obligations. The strategy marks a shift toward maximizing returns from Woodside's expanded global portfolio as major construction projects transition toward production and cash generation.
